Work on Horseshoe Dam

I was curious about why the work on the dam was taking so long, so I contacted SRP and this is their reply.

Unfortunately the work at Horseshoe has been delayed at least until this summer. The contractor was able to install a low flow valve to move water downstream to Bartlett reservoir. The valve was completed in November and has been operating since completion. However, the manufacturer has not been able to meet the design specifications of the large flow valve at this time and are in search of a solution.

This could be a windfall if / when the rains come this spring. Just think if the lake filled and could not be drained per the the agreement to keep the Willow Flycatcher habitat going.

"If" they sell it right to the public for the increased water storage we desperately need it would be an awesome addition and win for all of the valley.

water is up to spillways, they can release from the spillways if the lake comes up a bunch then use the low flow valve to release water after the runoff is over (if we get the big El Nino) weather we are supposed to get, they can still take the lake down to nothing in the end. Would love to see that lake back was something to see it with water in it all fall and winter

In other words the contractor installed a valve that was not in the spec...the valve is now installed... Being a power company they already paid for this...

Even though it's not the valve that would provide the specs they wanted..

So now they will delay all work until procurement engineering decides what to do with so called valve... They will ultimately bless it off... And proced with other repairs.. The so called valve will let 500cfs of flow... the spec said it would only go to 490cfs...this could cause a rise in the sand flow... Which under a the spec will cause a small fish that don't even live in that area to go extinct... Or put on the endangered species list...

So what will happen is the state will have an El Niño event sometime in March and while the construction is still underway this will provide a complete wash out of said construction project... Then the so called willow fly catcher scrub minnow will now be endangered the dam will need to be removed and the center for biological diversity will sue the state and the area will then be a national wildlife refuge which you can't hunt or fish...

Then to fish Bartlett you'll need a migratory game stamp with your fishing liesense...

This will all happen after the build a new high water level launch ramp and paved parking lot...that AZGFD pays for... It will be a nice place once the campground is done...
