As far as I know they consider float tubing as a water activity such as swimming or wading, which I know is illegal in most of the urban lakes due to the fact of poulutants and chemicals used to clean urban waters. I know you used to be able to float tube at the ASU research park but about 2 years ago they stoped that as well. Hope this is a help....if I had a float tube I would spend my time over in Boulder Creek at Canyon sticking toads on the ole swimbait or in Butcher Jones at Saguaro.
Hope this helps, and good luck
you will have to check with the parks and rec department in the city that you want to the lake in. As for state laws you are good to go, But city laws regulate their bodies of water.
