I dunno. I was in Singapore late last year and earlier last year (2008) and it looked the same on the south shore both times. In fact, it looked the same even back in 2005-2006.
As much as I believe there are ships that aren't moving, this article is exagerating a bit in my opinion.
These pics shown below that are in the article are about par for any time I have ever been there. With respect to the shipping docks being vacant, I can't comment, same goes for the vessels tied up out at see.
I don't doubt there is a ghost fleet to an extent, but the images are exagerated in my opinion. The bottom pic is what the ENTIRE south shore looks like at night, 3-4yrs ago or just 1yr ago, it looked the same.

See, check it. This pic is circa 2005. Lots of boats in that channel. A lot of them are fishing boats, even in the published article pictures. That region is ALWAYS loaded with boats. Still, I'm sure there are a lot of vacant ones out there, that article is very hyped up.
