I work for the Tonto National Forest and can answer your question as it pertains to the Salt and Verde lakes (Lake Pleasant is administered by Maricopa County Parks Dept).
Last April the Tonto stopped issuing the old annual pass that was valid for the calendar year. We started issuing upgrades to Golden Passports that allow holders to use all the sites on the Salt and Verde rivers and lakes that the old annual pass was good for and it is valid for one year from the date purchased. All Passports can also be used at many other federal recreation sites that charge entry fees.
The fee for the upgrade is $30 but first you must purchase or obtain one of the three types of Golden Passports: 1) a Golden Age Passport (for US citizens age 62 or older) for $10, 2) a Golden Access Passport (for blind and permanently disabled citizens) no charge, or 3) a Golden Eagle Passport (everyone is eligible) for $65.
In addition to covering entrance fees, Golden Age and Golden Access Passports provide a 50% discount for recreation use fees such as camping, picnicking, boat launching, etc. at federal recreation sites.
You can get both your Golden Passport (a card) and a Tonto National Forest Passport upgrade (a vehicle decal) at any Tonto administrative office (except Pleasant Valley Ranger Station) during regular business hours. Go to the Tonto NF web site for more information:

Hey Dave

Why don't you go to page three and address the compaints of those that have an issue of displaying two passes. We didn't ask for two passes you forced this on us. These complaints are the same ones I explained to Paul Taylor as you were unwilling to listen to me and some others that have tried talking to you.

Thanks Dave for your post. However, I was disappointed at having to displace two things (a sticker and a card). Also, as someone else mentioned, those window stickers should be modified in how they are made. It took me about 30 minutes to scrape that sticker off. What a pain. I tried Oops and Goo Gone, but they only helped on the glue remanents. Removing the old sticker was a pain in the b... Just my 2¢.

Del, I don't have acetone, but maybe I'll get some. On the razor blades, do they even sell those old wide blades good for scraping stuff blades any longer? Most razor blades come in plastic cartridges.

When this thread started I didn't have much beef about displaying 2 passes. However, for the past 2 days that Golden Eagle pass keeps falling off my rear view mirror - like 10 times in a day. In order for me to remember to display it I have to keep it hanging at all times. I had to run some tape across the open end of the hanger and fully secure it on. The hangers given out need to be better.
To get my old sticker off I used a blade and a bit of rubbing alcohol.

I have an idea, maybe we should do what Bosie idaho did a bunch of years ago and that make all the forrest service personal pay for access to the city.

It of course would requier 2 maybe three permits. one must be kept in the wallet at all times, a sticker on the window and last but now least one on a badge.

If these are not all visible then you would get cited heavily and be requiered to goto court in a city NOT CLOSE TO YOU.

The 2 permits requiered is the biggest joke since well since the forrest service put up paystations on dirt roads. They say its because they dont have enough money to keep the roads in good working order :roll: , well you get federal tax's to do that and alot of federal tax's. In the 22 years I have been in the woods in this state ive seen one truck with gravel and 2 graters. now a truck of gravel doesnt cost but a few bucks unless your the federal goverment then your talking a couple million. :wink:

Granted these are boat ramps and they have to be maintained.... Oh wait I had a thought.........

Its all the peoples fault that fish Saguaro Lake yeah thats it... Jim, Ken,Da, and a few others .. All your constant crying over that broken board and the smelly bathrooms have finally caught up with you. now they requier you to have 2 pass's .

So next time you all bitch about something being broken ... Remember you might have to have a third pass and that being a nerd badge on the front of your shirt. Yeah thats it.... :roll:

Delw, Your a whiney little Bitch! You are a know-it-all that must take your laptop to the lake with you in order to inject your worthless, sarcastic banter into every post. You try to portray yourself as a quasi-pro fisherman yet, with the exception of limited success in a few 14 boat roostertales tourny's, you haven't proved shit! Your ego couldn't handle everyone looking up to Ken Levy so you bash him. Now your the supposed "Pro" of this site and you do little to help anyone. Oh yeah sure, you'll reply to questions in the chat forum, but it seems like it's just to try to show off. Other people have complained that you won't post anything helpful and you respond with " I don't want some wannabe following to my spots catching my fish." You must be really arrogant to think that someone wants to be like you. I know a lot of people that read this site and seldom post for one reason or another and they all wish you'd back off a little, tone it down. Stop trying to be something your not. When I see you on the "Bassmasters", I will recant.

I called Paul Taylor at TNF on Wed and he didn't answer his phone so I left a message. I got a call back today from someone at TNF, (I don't remember the name), who said Paul Taylor is his supervisor and Taylor asked him to return my call. I don't know if this was Dave Killebrew above or not.

I learned a couple of things.

If your Golden Passport card fades badly from leaving it on your dashboard you can have it replaced at a TNF office if the signature and card number are still readable on the back of the card.

If your Golden Passport card (GPC) is lost, stolen, or destroyed you'll need to buy a new one.

If you had your GPC on your dash with your Tonto upgrade sticker and you were ticketed by mistake, the national regulations allow the officer to cancel that ticket unlike city, county, or state regs. Contact the officer that wrote that ticket.

What follows is my paraphrase to much longer discussions with TNF:

Q: Why do I have to display both the Tonto sticker and the GPC when I can't get the Tonto sticker without buying the GPC.?
TNF: People cheat the system by loaning their card to others. This insures that the card is in your possession.

Q: How much does this cheating go on?
TNF: I don't know

Q: Placing the GPC on your dashboard or mirror makes it an easy target for a break-in doesn't it.? It would increase the chances of break-in.
TNF: I don't know of any reported break-ins where the pass was stolen. Its only $65 and the Golden Ager is $10.

Q: Did you read the posts on AZ Bass Zone regarding your policy?
TNF: Yes, I read the complaints as well as those saying what's the big deal?

I recommended TNF reply to the posts because TNF won't like my reply. He said he would. The call occured about 10:30 this morning and I gave him till the end of the business day today. Still no response to the issue. Here's my summary that in essense I told to the TNF rep on the phone.

TNF is willing to inconvenience its customers and tick off many of them in order to try and prevent a few cheaters from beating the system.

On top of that I don't think they're preventing any cheating. A loaned card won't do anyone any good in the TNF because you need the Tonto Sticker. They must be worried I'm going to loan my card to an out of state visitor, like my brother, so they can get into the Grand Canyon free. Heck no, I'll go up there with him and use my pass. Besides, its a National Parks problem and they check the card at the gate. Let them check the signature. Maybe they do?

And last but not least, isn't it so typical of a government agency to try and solve a problem that they don't know really exists?

Since they don't know how many people cheat the system, at least let them figure out how many people they inconvenience and tick off. Call 'em.

And BTW the post I did was a little sarcastic to TNF not the names I mentioned. It was kinda like a joke which you wouldnt understand cause you spend all your time trying to be like me. :roll:

oh yeah 14 roostetales tournys thats cute, so I am guessing you know me. then you would also know I only got checks in maybe 3 of them. and you would also know the only reason I fished it was so My kid could fish in a club. And it is one of the best clubs around.

Here's another way to beat the system. If your buddy doesn't have a boat but uses his truck to pull your boat then use your golden upgrade card, it's half price with that card. Just display the ticket and card in the window. Now they made it so everybody that buys there cards can skim the system. I feel deprieved that you all can do same thing I was able to do for the last few years. There's no justice for the one's with a disabilitly in Arizona.

sold outdated pass

Dave,thanks for the information on the new pass and sticker. I for one don't mind paying the fees for entry into the lakes and rivers,there is a definate improvement at the lakes as far as restrooms,garbage dumpsters, cleanliness etc. I do not like the two pass system and now after buying the new pass and sticker the girl at the cave creek office sold me last years golden passport bought it on 1/2/04 and shows it expiring on 01/04. She was busy that day so I didn't get a receipt so I am waiting for the check to clear so I can have proof of purchase. Would not of known I got an expired tag (till I was cited) had it not been for the nice lady at the tonto office at roosevelt lake that saw it was outdated before she laminated it. Would be nice to go back to the old sticker for tonto national forest access and if you want to visit other national parks or areas then buy the upgrade as needed :?

I see you made another friend Del :) I kind of like the idea of charging the forest service to get into the city, we can use the money to put up a wall between the east and westside lakes and you will have to show your nerd pass the get through! :lol: :p , Good points da .
