I work for the Tonto National Forest and can answer your question as it pertains to the Salt and Verde lakes (Lake Pleasant is administered by Maricopa County Parks Dept).
Last April the Tonto stopped issuing the old annual pass that was valid for the calendar year. We started issuing upgrades to Golden Passports that allow holders to use all the sites on the Salt and Verde rivers and lakes that the old annual pass was good for and it is valid for one year from the date purchased. All Passports can also be used at many other federal recreation sites that charge entry fees.
The fee for the upgrade is $30 but first you must purchase or obtain one of the three types of Golden Passports: 1) a Golden Age Passport (for US citizens age 62 or older) for $10, 2) a Golden Access Passport (for blind and permanently disabled citizens) no charge, or 3) a Golden Eagle Passport (everyone is eligible) for $65.
In addition to covering entrance fees, Golden Age and Golden Access Passports provide a 50% discount for recreation use fees such as camping, picnicking, boat launching, etc. at federal recreation sites.
You can get both your Golden Passport (a card) and a Tonto National Forest Passport upgrade (a vehicle decal) at any Tonto administrative office (except Pleasant Valley Ranger Station) during regular business hours. Go to the Tonto NF web site for more information:
