Weight question?

I'm just wondering if the tires on my boat trailer are maxed out. They are rated for 960 pounds each. NADA lists my boat as 1490 pounds.
Dumb question? Does the listed weight include the trailer?
I'm assuming that the weights NADA provides are the boat only but I'm just wanting to make sure.
And if the weight does not include the trailer, what would you estimate the trailer weight is?
The boat is a 1984 Bayliner 1710. It's a 16 footer with the original 85 hp Force engine on the original trailer provided by Bayliner. Single axle.
Anyway, no problems, just curious as to the weights and if I'm maxed out on the recomended tire ratings.
